三月初,柔佛连夜大雨,河水上涨导致多处受灾,其中昔加末县的三合港镇遭遇有史以来最严重的水灾。三合港新村的华裔和乐龄居多,水灾发生时,许多村民瞬间感到无助。3月4日,7979重大灾难管理处启动回应机制,与各个组织和教会配搭,回应三合港的灾后需要,例如:清洗行动、探访灾民、电器检查与维修和举办 “雨后彩虹”童乐会。


应灾行动时间轴:

  • 3月1日:柔佛连夜大雨,多处开始发生水灾。
  • 3月4日:7979先遣部队出发,发现前往三合港的道路中断,于拉美士留宿一夜。
  • 3月5日:前往三合港的道路已开通
    清洗三合港基督教会,预备成为赈灾基地。 
  • 3月6日:招募志工
    志工先搬走被水淹后损坏的家具和物品,才开始清洗工作。
  • 3月8日:配合当地村委的号召,联手清洗华小。
  • 3月10日:清洗工作已完成80%,开始进行消毒工作。
  • 3月10日:7979与三合港基督教会配搭,探访服务过的屋主。村民向探访队描述灾难发生的过程虽大同小异,但探访队慰问和聆听他们的心声,让他们在患难中感受爱和关怀。
  • 3月10 & 11日:志工王志强弟兄前往灾区传授检查及抢修被水淹过的大型电器(冰箱和洗衣机)的方法
  • 3月11 日:清洗工作告一段落
  • 3月16日:赠送太空橱和煤气炉给灾民
  • 3月18 & 19日:展开“大型电器检查和抢修服务”
  • 3月31日:让经历过大水灾的小朋友可以透过“雨后彩虹童乐会”,抒发和调解灾后出现的种种情绪。活动内容包括:唱游、小丑魔术表演、团康活动、摊位游戏、造型气球,以及发送礼品、KFC套餐、雪糕冰淇淋等等。同时,大会也准备糕点和饮料给在校园等待的家长们,而红新月会会的志工也向他们分享急救知识和灾后情绪管理的课题。

Anne —— 我在这一次的活动中,观察到了灾区社会心理陪伴与辅导的重要性。因为孩童,家长和老人的心灵状况大大受到灾情影响。

佳念 —— 大多数的学生处于担心、害怕的情绪,我也教导他们分辨情绪是靠着想象还是情境。如果想象会让你陷入无限焦虑,但处于情境上的情绪是可以理解的,因为水灾破坏了家里的东西。 也有好几个孩子表示很安心,因为有人派床单、协助家里清洗。

透过团体活动让204名孩子抒发和调解灾后出现的种种情绪


 “我想起都会哭,哭不是想到我的损失,而是想到你们帮助我。”

灾情严峻造成道路中断,难以驱车前行。因而,7979先遣部队无法按时前往前往三合港基督教会进行清洗现场的工作,继续留在拉美士。另一处,卫理救援赈灾事工(MCRD)团队也因同样的原因止步于拉美士。于是,7979先遣部队先会合MCRD,并与他们一起支援基督教拉美士长老教会的清理工作,包括协助清洗灾后的两间商店。另外由阮晓翠传道(基督教拉美士长老教会)带领其他志工向受灾户收集物资所需清单,以便安排后续工作。

我们以为这仅是与受惠商家一次普通的邂逅。我们到现场是按照指示和吩咐做事:洗这堆,洗那堆;搬来这里,这个搬走。但是,神的时间是最好的,总有祂美好的计划……

带着一身泥浆、汗水湿透了衬衫,也藏不住志工闪烁的眼神,以及守在基地的后勤喜悦地分享他们经历的点点滴滴。这一切,要从某志工发现商家哽咽的声音、眼睛泛泪的神情开始。

志工见此现况,准备安慰受惠的商家。

“我很感动” ,商家突然说道。
“我想起都会哭,哭不是想到我的损失,而是想到你们帮助我。” 

他说的一句话,便治愈志工们的疲劳。

临离开前,商家塞了好几大包零食、饼干和矿泉水给志工。纵然志工拒绝了很多次,为了顾及他的心意,还是收下了。感谢上帝,让7979先遣部队和MCRD一同经历神美好的带领。

赈灾志工的工作不只是清洗被水淹过的房屋和消毒现场,还可以延伸至带老人家看医生、为他们食物和满足其他基本需要。每当发生水灾,需要人手到现场响应救援工作时,志工便可介入。


今天,我被安排陪伴一位大妈到诊所清洗伤口。之前,她因误踩积水里的铁钉而受伤,脚上出现严重伤口。她独自住在木屋,因此行动非常不便。

当我们在诊所候诊时,大妈从内心涌出悲痛的情绪。她分享三合港水灾对她带来生活的各种挑战,现在因脚伤导致洗澡都困难重重。唯有等到脚伤完全康复,她才可以恢复以前自立的生活。

志工的角色,除了是以行动帮助他们恢复家园,也可以成为一名聆听者,即透过聆听来帮助灾民得以抒发沉重的情绪。虽然聆听灾民的心声,不能实际加速重建家园工作。但是,我相信我们陪伴可以帮助他们渡过难关。

有一首老歌“三月里的小雨”描绘雨中人们的窘境,今年2023年三月发生在柔佛州的大雨,更让人措手不及,没有人想到三月会发生大水灾,连政府相关单位都没意料。

灾难可能随时随地发生,但几乎每一次的应灾,都经历天父的大能:看到祂的信实和供应我们所需的资源,并印证祂是我们“随时的帮助”。

这次发生柔佛的大水灾,我正因许多服侍,而四处奔波;从灾变初期与许多人沟通和部署的预备,都看见天父的恩典。在许多人为的困境里,祂的旨意始终最为美好,能化不可能为可能,成就人所不能。

当需要寻找能一起共事的核心志工,就有核心志工站出来与我们共进退,彷佛回应天上的呼召:“你要,我就做给你!”

然后,因为雨势和天气的变幻无常,严重影响原本预定的出队行动计划——被迫延迟出队。不知道该怎么做、该等候多久?几个基督教应灾团体不约而同地集在一地,一同团契交流、分享资讯和资源,并为救灾工作的进度祷告,让大家掌握足够的资讯、充分做好准备,以及凭信心选择合适的时机采取下一步的行动。当我听同工描述他们的所见时,是的,弟兄姐妹之间本应如此“你要,我就做给你!”

在三合港这全国瞩目的重灾区,汇集了众教会和团体的力量,大家都想为灾民竭尽绵力。此外,为免造成资源和人力的重叠和浪费,一定要做好沟通和协调工作。十分感恩,在群组中分享的资讯和发布请求援助的消息,都很快获得志工的回应,背后的意念一致,就是“你要,我就做给你!”

一开始应灾,有长老致电询问能否借出一些工具和配备给他们的队伍。我听后马上按着他的要求行事,见面时他说:“哇,好快!” 我脱口而出:“你要,我就做给你!”

应灾中发现许多灾民的大型电器因为浸水了,不晓得是否能使用,不敢开启电源,弃之可惜。因此有人想召集志工前往检查及抢修电器,但具备相关专业技能的人不多,可以前往灾区服务的志工更少。但天父何等慈爱,也成功号召了一班志工前往现场,加入检查及抢修电器的支援服务。原本邀请灾民自行送电器来临时中心,提高集中抢修处理的效率。奈何车辆不够,很少灾民能送电器到临时中心。我们转为提供上门服务,更准确落实“你要我就做给你!”的精神。

几乎整个三月,我就这样来往返回柔佛州三合港和周遭地区,直到三月底,想要为此应灾行动画下句点,也为受到灾害严重影响的孩童举办一场嘉年华,让他们重拾欢颜。从借用校方的场地,到招募志工及服务团队,在短短的一周内,每一次成功的邀纳,皆是天父满溢的恩典。与志同道合的弟兄姐妹同心同工,我们可以没有后顾之忧,因为知道对方会说:“你要,我就做给你!”

后记

将近一个月的水灾救助行动,随着“雨后彩虹童乐会”落幕后告一段落。

大型电器抢修项目,由于一些冰箱型号老旧、零件缺货且需要时间运送。在灾民愿意等待的情况下,至8月26日才为最后一位灾民完成更换零件。

虽然,感觉时过境迁,但对灾民的关怀没有中止,仍然持续进行。当地教会以多走一里路的精神跟进探访,增添乡间邻舍互助的美德。大难以后,后福无穷,7979的吗哪食物银行方案,继续以每两个月一份价值马币200的吗哪食物包,援助拉美士和三合港地区的特困家庭。我们祈祷三合港以爱重建家园,每天更美好!

In early March, Johor experienced heavy rainfall throughout the night, overflowing rivers caused flood to many areas. Chaah in Segamat district was one of those places and it experienced its worst flood in history. Chaah New Village is predominantly inhabited by Chinese residents and the elderly, henceforth when the flood occurred, many villagers felt helpless.

On March 4, the 7979 Major Disaster Response Management Office initiated the response mechanism and collaborated with various organizations and churches to respond to the post-flood needs in Chaah, which included cleaning operations, visiting the flood victims, inspecting and repairing electrical appliances, and organizing “Rainbow after the Rain” children event.


Response Operation Timeline:

  • March 1 – After a night of heavy rain in Johor, multiple areas experienced flooding.
  • March 4 – The 7979 recce team set off to Chaah but stranded at Labis and stayed overnight there as the road to Chaah was cut off by flood.
  • March 5 – The road to Chaah reopened. Clean-up Chaah Christian Church to prepare it to be the base of relief operation.
  • March 6 – Recruiting of Volunteers. The volunteers started by removing damaged soaked furniture and items, then followed by cleaning operation.
  • March 8 – Working with the local village committee, cleaned the Chinese primary school together.
  • March 10 – Disinfection work began when the cleaning operation was 80% completed.
  • March 10 – 7979 collaborated with Chaah Christian church to visit households that we had ministered before. Though the disaster victims shared quite similar stories, the visitation team still went on to comfort and provide a listening ear to the villagers to assure them even amidst their hardships they would still being loved and cared of.  
  • March 10 & 11 – Our volunteer, Brother Wang Chee Keong went to the disaster zone to teach on how to inspect and repair large electrical appliances (such as refrigerators and washing machines) which had soaked in flood water.
  • March 11 – Cleaning work concluded.
  • March 16 – Foldable wardrobe and gas stoves were given out to the flood victims.
  • March 18 & 19 – “Large Electrical Appliance Inspection and Repair Services” were initiated.
  • March 31 – An event called the “Rainbow after the Rain Children’s Joy Gathering” was organized to help children who had experienced the flood to express and cope with their emotions. The activities included singing, clown magic shows, team-building games, booth games, balloon art, as well as prize giving, KFC meals, ice cream, and more. At the same time, refreshments were provided to parents waiting at the school compound. In addition, Red Crescent Society’s volunteers shared first aid knowledge and lessons on managing post-disaster emotions.

Anne – “In this event, I realised the significance of providing social and psychological support to the community in disaster-stricken area. The mental well-being of children, parents, and the elderly were greatly affected by the disaster.”

Canien – “Most of the students were feeling worried and fear, so I taught them how to distinguish between imagination and reality, as imagination may lead to endless anxiety. On the other hand, if the emotions aroused due to actual situation, such as the flood which has damaged things in their homes, then it is more understandable. Several children also expressed relief over people providing bedsheets and helped them to clean up their houses.”

“Rainbow after the Rain” Event

“I cry when I think of tonight, not because of my losses, but because of the help you all had given to me.”

The severity of the disaster caused road closures, making it difficult to continue on cars. As a result, the 7979 recce team could not proceed to Chaah Christian Church to begin the cleaning work, they had to remain at Labis. Similarly, the Methodist Crisis Relief & Development (MCRD) team also faced the same fate and ended up at Labis too. Consequently, 7979 recce team met with MCRD team members, and decided to work together in the cleaning up of Labis Presbyterian Church. Their joint effort also included the cleaning of two shops which were affected by the flood. Beside this, Pastor Yeng Siew Chui of Labis Presbyterian Church led other volunteers to collect lists of needed supplies from the affected households to facilitate further relief work.

Initially, we thought it was just an ordinary encounter with the benefited shop owners. We arrived at the scene and work according to instructions and commands: washing this pile, moving that pile; shifted things here, taking things away. However, God’s timing is perfect, and He always has a wonderful plan…

Covered in mud and drenched in sweat, the volunteers couldn’t hide the sparkles in their eyes, and the logistics team at the base also shared joyfully the bits and pieces of their experiences. It all started when a volunteer noticed the choked voice and teary eyes of one of the shop owners.
When the volunteer saw that, he was ready to console the shop owner.

“I am deeply touched,” the shop owner said instead. “I cry when I think of tonight, not because of my losses, but because of the help you all had given to me.”

Those words took away the fatigue from the volunteers and strength were restored immediately. 

Before leaving, the shop owner insisted on giving several large bags of snacks, biscuits, and bottled water to the volunteers. Although the volunteers rejected few times, they eventually accepted the offerings out of consideration for his heartfelt gratitude. Thank God, for God’s wonderful guidance that led 7979 recce team and MCRD to come together.

The work of disaster relief volunteers goes beyond cleaning flooded houses and disinfecting sites; it can also extend to accompanying the elderly to clinic appointments, providing food, and meeting other basic needs. Whenever a flood occurs and manpower is needed on-site for rescue efforts, volunteers can step in.

Today, I was assigned to accompany an elderly woman to the clinic to clean her wound. She had injured her foot by accidentally stepping on a nail in the floodwater, the injury was severe. She lives alone in a wooden house, thus moving around is almost impossible for her condition.

While waiting at the clinic, the elderly woman expressed deep emotional pain. She shared the various challenges Chaah flood had brought to her life. Now, due to her foot injury, even taking a shower had become a huge struggle. She can only return to her independent life once her foot completely healed.

As a volunteer, my role goes beyond helping them to restore their homes; I also become a listener, providing a way for the disaster victims to release their downhearted emotions. Providing a listening ear to the affected people may not directly speed up the reconstruction of their homes, but I believe that our presence and support can help them get through these difficult times.

There is an old song called “Drizzle in March” that depicts the hardships of people in the rain. This year, in March 2023, the heavy rain in Johor caught everyone off guard. No one expected such a massive flood in March, not even the relevant government agencies.

Disasters can strike anytime and anywhere, but in almost every disaster response, we experience the mighty power of our Heavenly Father: seeing His faithfulness and the provision of resources we need, confirming that He is our “ever-present help”.

In this Johor great flood, I was busy with various relief efforts, from the beginning stage of disaster, to communicating with various groups of people and lastly relief preparations, I saw God’s grace. In the midst of human caused disaster, His will always is the best, He can turn the impossible into possible, accomplishing what humans cannot.

When we were looking for core volunteers that can work well with us, then someone stepped forward, as if responding to a heavenly calling: “Since you want it, then I do it for you!” 
Then, due to the unpredictable rainfall and weather conditions, our planned deployment was severely affected – we had to delay our operations. Unsure of what to do and how long to wait, several Christian disaster relief teams instinctively gathered in one place. We fellowshipped, shared information and resources, and prayed for the progress of the relief work. These were to enable every party could make their best preparations with adequate information available, and by faith that everyone may chose the most suitable timing for their next move. When I heard this report from my co-workers of what they had witnessed, I responded in my heart: “Yes, indeed. This should be the way among brothers and sisters, ‘You want it, then I do it for you!’”  

Flood-stricken Chaah which had captured national attention, had also brought various churches and organizations together, all wanted to help the flood victims to the best of their abilities. In order to avoid resource duplication and waste, effective communication and coordination were utmost important. I’m really grateful that whenever information or SOS calls shared in our chat group, volunteers would respond quickly, with a unanimous mind set of “You need it, so I do it for you!”

At the beginning of the disaster response, an elder called to inquire whether we could lend some tools and equipment to their team. I responded immediately and acted according to his request, later when we met, he exclaimed, “Wow! That was fast!” I responded spontaneously, “You need it, so I give it to you!”

During the relief operations, many flood victims had large electrical appliances that had submerged in water. They were unsure if the appliances still usable and was afraid to switch it on, but they felt that it was a waste if dispose it as garbage. Therefore, someone thought of organizing a team of volunteers to inspect and repair these electrical appliances, but there were not many people with the necessary expertise and even fewer willing to go to the disaster-stricken area. However, God’s love is so great, and He called a group of volunteers to join the inspecting and repairing electrical appliances support team. Initially, we planned to let the flood victims to bring their appliances to a temporary centre to increase the efficiency of repairing process. However, due to the shortage of vehicles, not many flood victims could bring their appliances to the centre. So, we switch to door-to-door service, indirectly magnifying the spirit of “You want it, so I do it for you!”.

Throughout almost the entire month of March, I travelled back and forth between Chaah and its surrounding areas in Johor. By the end of March, I wanted to bring this disaster response to a close and thus ended by hosting a carnival for the children who were severely affected by the disaster, aiming to bring joy back to their lives. From borrowing the school’s venue to recruiting volunteers and support teams, within a short one week, each successful invitation was a manifestation of God’s overflowing grace. Working together with like-minded brothers and sisters, we had no worries because we knew that each one would say, “You want it, I’ll do it for you!”

Thank you, Heavenly Father, all glory to the Lord!


Postscript

After nearly a month of flood relief efforts, it comes to an end after the “Rainbow after the Rain Children’s Joy Gathering”.

The “large electrical appliances repair project” managed to close only on 26th Aug, 2023 when the last disaster victim’s electrical appliance was finally fixed. This is due to some outdated refrigerator models’ parts that can only be sourced from overseas, and also because the disaster victim willing to wait until their electrical appliance were fixed. 

Despite knowing that some things had changed with the passing of time, yet the care for the flood victims has not ceased. The local church, embodying the spirit of going extra miles, continues to visit and support the community, fostering the virtue of mutual assistance among neighbours. After the great ordeal, blessings abound. 7979 Manna Food Bank program carries on, by providing food aid worth RM200 bimonthly, to underprivileged families in the areas of Labis and Chaah. We pray that Chaah will be rebuilt with love, and may each day becomes better!
