当地伙伴MCDS(Multipurpose Community Development Service)持续透过「Rasuwa-Nuwakot Flood & Landslide Emergency Relief Project(RNFLERP)」推进救灾工作。

本报告内容整理自现地联络人Eddy Hew于2026年9月11日至16日期间传回的文字纪录、照片与影片,并参照以下文件进行背景查证与交叉核对:MCDS《Situation Report》(2026年9月14日);联合国驻尼泊尔协调员办公室《Nepal Rasuwa Flood Situation Report No.7》(截至2026年9月7日);Khabarhub新闻报导〈Nepali Army builds Acrow bridge at Devighat in five days〉(2026年9月11日)。

Nepal Flood Disaster Response · Phase Progress Report (4)

30 September, 2026

1. Current Disaster Situation

Nearly three weeks have passed since the floods struck Nepal on 26 August. According to the latest figures compiled by local partner MCDS on 14 September, the nationwide death toll has risen to 1,388. The hardest-hit areas include Chitwan (364 deaths), Nawalparasi East (230), Nawalparasi West (222), Nuwakot (199) and Rasuwa (185). To date, only 104 bodies have been identified and returned to their families, while approximately 5,130 people remain missing. More than 84,000 people, or around 10,000 households, have been affected, of whom approximately 43,000 are in urgent need of humanitarian assistance.

More than 40 bridges were damaged, and some communities in Rasuwa remain accessible only by helicopter. From 11 to 16 September, as roads and temporary bridges were gradually restored, the team continued expanding its assessment northward while also addressing supply gaps at existing evacuation sites and newly identified communities.

It is also worth noting that the Government of Nepal recently proposed providing a monthly allowance of NPR 15,000 to households of up to four members, with an additional NPR 2,000 for each additional household member. However, no implementation timeline has yet been announced. At present, this remains a policy direction rather than an implemented measure.

Note: The figures in this section are drawn from the MCDS Situation Report dated 14 September and the United Nations Resident Coordinator’s Office in Nepal, “Nepal Rasuwa Flood Situation Report No. 7” as of 7 September. As the two documents use different statistical methodologies and reporting dates, the figures should not be directly added together or treated as interchangeable. They are included only as background reference for the team’s field observations.

2. MCDS Local Response and Relief Distribution

Local partner MCDS (Multipurpose Community Development Service) continues to carry out relief operations through the “Rasuwa-Nuwakot Flood & Landslide Emergency Relief Project” (RNFLERP). Between 11 and 16 September, MCDS conducted relief distribution, tent-camp establishment and community kitchen support simultaneously at several locations:

LocationAssistance ProvidedDate / Status
Devighart Ward No. 5 (Shree Chandra Jyoti Secondary School)Clothing packs for boys and girls, serving 125 households / 800 people30 August
Devighart Ward No. 5194 gas cylinders10 September
Devighart Ward No. 5Samaritan’s Purse relief packages (blankets, water filters, solar lights, hygiene kits and waterproof tarpaulins), 300 households10–11 September
Devighart Ward No. 525 tents completed; 21 households registered for occupancy13 September
Gerkhutar (Ward No. 10)Gas stove sets for 79 households12–13 September
Dhunge Bazaar (Ward No. 6)Food and clothing for 175 households, with assistance from a local pastor6 September
Kasitar (Belkotgadhi Ward No. 8)55 gas cylinders, delivered via the newly opened temporary bridge with coordination support from Pastor Padam13 September

Regarding the tent settlement, the team completed the installation of 25 tents at Devighart Ward No. 5 on 13 September, with 21 households already registered to move in.

Setting up the tent settlement

  • On 16 September, as the local school reopened, disaster-affected families who had been temporarily accommodated in the school buildings were required to move out and were relocated to the new tent settlement, where the tents were marked “Emergency Relief”. Several NGOs and United Nations agencies were also present to coordinate the relocation, and the situation was temporarily somewhat chaotic. The local mayor was also on site to explain the arrangements to the community. In response to this unexpected situation, the team quickly mobilised and distributed available relief supplies, including Samaritan’s Purse relief packages, water filters and gas cylinders.

On the same day, another team crossed the river by zipline to reach Mandredhung, at Nawa Jyoti Baptist Church in Bidur Ward No. 6, where Pastor Hanok led the distribution of rice to 135 households.

After learning of the needs at the tent settlement next to Shree Chandra Jyoti Secondary School in Devighart Ward No. 5, the team immediately initiated another response project, distributing mattresses and bedsheets to disaster-affected families.

    3. 7979 Team Field Notes

Ward No. 10: Discussions on Standard Design for Temporary Shelters (11 September)
Early on 11 September, the team met with the Ward No. 10 Chairperson to express its willingness to support post-disaster recovery and the resettlement of displaced residents. The Chairperson shared that local engineers were discussing a standard design for temporary housing, mainly because many affected residents were unwilling to remain in tents over the long term. The team will continue to follow up on this development. Later that day, Eddy and Pastor Hanok decided to extend their stay in Bidur and postpone their return to Kathmandu in order to conduct a more in-depth field assessment.

Meeting with the Ward No. 10 Chairperson (Gerkhutar, Bidur Municipality)

Gerkhutar and Kashitar: Initial Assessment after Temporary Bridge Access Was Restored (12 September)
On the morning of 12 September, the team distributed 79 sets of gas stoves and gas cylinders in Gerkhutar. In the afternoon, the team crossed a newly installed military temporary bridge at Devighat Market and entered the Kashitar area for the first time. The area had been completely inaccessible just a few days earlier. There, the team visited Pastor Padam, whose home and church, Believers Eastern Church, had both been completely destroyed.

Pastor Padam subsequently introduced the team to local community leaders. According to local estimates, approximately 50 households had already received some food assistance but still required further support. MCDS planned to distribute gas cylinders and continue assessing other non-food-item needs.

Kashitar: First Distribution in the Newly Reconnected Area (13 September)
On 13 September, the team distributed 55 LPG cylinders in Kashitar, Belkotgadhi Ward No. 8, shortly after the temporary bridge had reopened. Although Pastor Padam’s own home and church had both been completely destroyed, he still took the initiative to help the team coordinate with the local government, enabling the distribution to take place.

The team also observed the road conditions beyond the temporary bridge. As Google Maps had not yet been updated, and there were no alternative bridges along this section of road, the route ran directly alongside a fast-flowing river and the road foundation was highly unstable. Any further northward assessment would therefore require careful transport and safety planning.

Unstable road conditions beyond the temporary bridge

Betrawati: An Isolated Community across Mountainous Terrain (14–15 September)
On 14 September, the team travelled to Betrawati, located 27 kilometres north of Bidur, to arrange relief distribution. As the area could only be reached via an off-road mountain route, the journey took more than an hour by vehicle.

On 15 September, the team travelled to Betrawati again. Reaching the community required crossing a 1,500-metre-high mountain and travelling along narrow, muddy roads with steep drops. The team distributed 78 gas cylinders. Because environmental regulations prohibit the cutting of forest timber for firewood, gas is an especially urgent household necessity in the area.

Betrawati town itself was almost completely washed away by the floods. Residents had retreated into nearby forested hill areas for survival. There were approximately 40 tents in the area, while some residents were temporarily staying in neighbouring villages.

Eddy described the route as “a little scary”

Roads in this area are narrow, winding and hazardous. The team will continue monitoring relief gaps in communities along these routes.

    4. Next Steps and Prayer Items

    • The rainy season is gradually coming to an end, although rainfall continues daily. As temperatures are expected to drop next month, the team plans to begin distributing blankets and warm clothing. The team is also exploring possible collaboration with UNFPA on Women’s Dignity Kits. This remains at the planning stage, with no confirmed quantity, budget or formal partnership at present.
    • A standard design for temporary shelters is still awaiting formal guidelines from local engineers and the government. Until then, tent accommodation will remain the main short-term solution. The team will continue to follow up on developments in Ward No. 10.
    • As roads and bridges are progressively restored, the team plans to continue moving north towards the worst-affected areas to assess additional communities that have not yet been reached, including displaced families staying with relatives or friends who may not appear on formal evacuation lists.
    • Pray for the health, wisdom and protection of field teams as they continue travelling and conducting assessments under difficult road conditions, and pray that local governments will be able to establish clear resettlement and reconstruction guidelines as soon as possible.

Note: Family tracing and information management emerged as a newly observed need during the team’s fieldwork in early September. As the details involve personal privacy and sensitive information still awaiting official verification, they are not disclosed in this report and are recorded here only as an area requiring possible follow-up.

    5. Sources and Verification Notes

This report was compiled from written updates, photographs and videos sent by field contact Eddy Hew between 11 and 16 September 2026, and cross-checked against the following documents for background verification: the MCDS “Situation Report” dated 14 September 2026; the United Nations Resident Coordinator’s Office in Nepal, “Nepal Rasuwa Flood Situation Report No. 7” as of 7 September 2026; and the Khabarhub news report, “Nepali Army builds Acrow bridge at Devighat in five days”, dated 11 September 2026.

All distribution quantities, dates and locations cited in this report are based on field updates and formal MCDS documentation. Items for which complete beneficiary lists or verified damage assessments are not yet available are marked in the report using terms such as “estimated” or “preliminary”. These details will continue to be updated as supporting accountability documentation becomes available.
